What is a Property Condition Assessment?
A brief review of Property Condition Assessments and what they are for.

A Property Condition Assessment (or PCA), also known as a Physical Condition Assessment, Physical Needs Assessment, or Property Condition Report, is a professional evaluation of the current physical condition of a commercial real estate asset. The typical PCA is based upon a standard developed by the American Society for Testing and Materials known as ASTM E 2018.
The process of a PCA is by way of a visual inspection, owner and management interviews, document and plan reviews, and regulatory research. These tasks are generally performed at the subject site by one or more qualified professionals. The information is gathered and presented in a written narrative style report and is generally accompanied by photos, immediate repair estimates, and capital reserve estimates budgeted over a 12 year time period.
PCA's are generally required on large commercial real estate transactions from a diverse range of industry professionals including lenders, brokers, owners, and investors. In some instances, a building owner may require a PCA as a planning tool which may not be transaction related. A PCA can be beneficial in that it not only provides an evaluation of the current physical condition of a property, but can be used for projecting future capital and maintenance expenditures as well. The findings of a PCA can also be utilized by an investor for leverage in purchase price negotiations.
A high quality PCA should identify current major building component deficiencies as well as identify future anticipated major capital needs. It should be well written and concise, and understandable to clients and end users that aren't necessarily familiar with construction and engineering jargon. Property details and intricacies are nice, but a good PCA really focuses on the big issues such as roofing, HVAC, asphalt, appliances, equipment, and building envelope. In short, anything that has moving parts or is exposed to the weather should receive the majority of the evaluator's attention.
Of great importance, a good PCA provides an overview of Accessibility requirements, i.e. the Americans with Disabilities Act, (ADA) and the Federal Fair Housing Act Amendments (FFHAA). Properties not in conformance with these standards can pose a risk to a client due to potential costly retrofits.
When all is said and done, a well written, professionally developed PCA can provide crucial information for commercial real estate clients in order to assist them with making informed decisions and minimizing property investment risk.
